Virginia La Torre Jeker J.D., US Tax Lawyer, United Arab Emirates

Virginia is a US tax attorney with over 30 years of experience. She has been quoted in the New York Times, Newsweek and the Wall Street Journal, as well as in many local news articles and publications. She has been interviewed by CNN and has been invited for local television appearances.  Virginia is regularly asked to speak at numerous conferences and seminars and has published a vast array of scholarly works on US tax issues, some of which have been referenced by other attorneys or organizations both to the US courts and US Congress.

Virginia has been a member of the New York Bar since 1984 and is also admitted to practice before the United States Tax Court. She has been based in Dubai since 2001; prior to that time she worked in Hong Kong for 15 years as a US tax consultant for international law firms, major banks (including HSBC), international accounting firms (Deloitte) and trust companies. Early in her career she worked in New York with the top-tier international law firm, Willkie Farr & Gallagher.

Virginia serves on the Professional Tax Advisory Council, American Citizens Abroad, based in Geneva, Switzerland. She was a guest lecturer at the University of Hong Kong, LL.M Program (Law Department) and served as an adjunct Business Law professor at the American University of Dubai and at the American University of Sharjah where she also taught the legal and ethical aspects of Internet Law and Internet-based transactions.

Paulus Merks focuses on domestic and international tax law, advising on mergers and acquisitions, public offerings, reorganisations, financial products and structured finance transactions. Before joining DLA Piper, Paulus worked for Ernst & Young in Amsterdam, New York, Paris, Chicago and San Jose (California). He has also been recommended by Chambers Europe 2016 and Legal 500 2016 for Tax.

Furthermore, Paulus lectures at the Dutch Ministry of Finance (Academie voor wetgeving), the PAO International Tax School at Utrecht University, the Licent Academy, and the International Bureau of Fiscal Documentation (IBFD). Paulus is also a guest lecturer for the advanced LLM programme in International Tax Law in Leiden.

Noah Gaoua is an International Tax Manager in the Oil & Gas industry. He teaches International Taxation at HEC Paris Business School and has been a teaching assistant at the University of Pantheon Assas Paris II. He holds a PDH from Paris I la Sorbonne and he also graduted from HEC Business school. Noah has also worked as a tax consultant and researcher, including several years within IBFD in Amsterdam, Netherlands. During this time, he gathered experience both as tax law practitioner and also in the academic field.
